What group of people are targeted with hate crimes the most?

There's no accurate way to define a "hate crime". If I murder a man because he is Jewish, sure, you could call it as such, but if I murder a man who is Jewish to take his money, do I hate him any less? If I kill a fellow Arab out of hatred, is it hate crime if we are of the same ethnicity? The concept of hate crimes is damaging to a society because it implies that only some violent crimes are "hateful".
