How tight should the release screw be on the overfill valve on Propane tank?

This is not an overfill valve as such its an indicator to the filler that the tank is full or in fact full to the required level as there is always a space left for expansion in the tank. The valve should be turned off tight enough to stop anything coming out. On bulk tanks finger tight is enough.
