My teacher accused me of lying ( can they do that )?

He has no right to call you a liar without considering your side of the story, so yes he is biased- this sort of attitude is not allowed. Go to your headteacher, or another teacher with more superiority. If something like this happens again, then write it down. I would also go to someone about the bullying.
