Is the western world being used by the lord to punish the 12 tribes of israel (the so-called developing world)?

if you read the bible from eccesiastes to malachi, the common theme is that the lord uses foreigners to invade and attack his people because they are worshipping the wrong Gods and being evil to each other etc etc. he is angry with them. so he uses foreigners army to attack them. the foreigners also loot the tribes (colonization, oil wars, stealing mineral resources from africa etc etc etc, the war on iraq, the war on iran, the colonization of africa, slavery etc etc )but eventually he will forgive them after they have being hazed for their iniquities. baptized by fire and persecution. then what the lord does after that is that he destroys the people he has used because of their evil. so in essence he uses evil to correct his people and then he destroys the evil.
